Monitoring, Evaluation & Learning Associate

The Somerset Crisis Resilience Alliance is a new partnership led by Citizens Advice Somerset that brings local organisations together to provide a joined-up programme of support for people in financial crisis.

To do that, the Alliance is creating clear routes into help for people in crisis, support that addresses the underlying causes of financial hardship, and community-based activity that strengthens financial resilience locally.

Spark Somerset has been commissioned to support programme-wide monitoring, evaluation and learning, and we are seeking an experienced freelance associate to help establish the foundations for a robust, proportionate and meaningful evaluation framework during the first phase of programme delivery.

The successful associate will work collaboratively with Alliance partners to establish a practical, proportionate and evidence-based approach to monitoring, evaluation and learning that supports accountability, continuous improvement and the demonstration of impact.

The successful applicant will have significant experience designing monitoring, evaluation and learning frameworks, a strong understanding of qualitative and quantitative evaluation methods, and experience developing theories of change and outcome frameworks.

The contract period is mid-September to January 2027, with an indicative budget of up to £25,000 inclusive of VAT and expenses.
